The investment programme is being led by Swansea Council, Carmarthenshire Council, Neath Port Talbot Council and Pembrokeshire Council, in partnership with Swansea University, the University of Wales Trinity Saint David, Swansea Bay University Health Board and Hywel Dda University Heath Board.
