KCC are required to enter into a Basic Asset Protection Agreement (BAPA) with NR for the provision of safety management to enable the inspections to be carried out. Without the BAPA in place KCC would not be able to enter NR land to carry out the inspections to take place planned for bridges in the 2023/4 programme.
