Whilst these values are still considered robust and appropriate for the analysis of transport schemes, travel patterns and behaviours continue to change, as do the demands and techniques of transport modelling and appraisal. Given this, and the time required to plan, scope, procure and deliver a new national study, the DfT have initiated the planning of an update to the VTT and VTTR used by the Department. The DfT wish to commission a Scoping Study as a first step to help establish the key theoretical and practical considerations, areas of advancement since the last study, and to provide recommendations with which to progress to a full primary study.
