The service should capture and quantify the availability and demand for film and HETV production crew at different roles and levels of seniority. The aim is to build on existing data collection to create a methodology for measuring available skills, identifying shortages, and forecasting demand in a specified region. The methodology should be created based on local datasets and in consultation with relevant local stakeholders (e.g. screen agencies, film offices, production companies, studios).
