Cambridgeshire County Council will be the owner of the Swaffham Prior Heat Network. All homes connected to the network will have an open-source heat meter installed in the property. This heat meter will record energy usage. This energy data will need to be collected and transmitted for processing into monthly invoices. These invoices will consist of a variable charge (the total heat delivered in kWh) and a standing charge (the standard maintenance charge). All billing requirements must comply with the Heat Trust Rules.
