It has been proposed that the alterations and improvements should be undertaken in a phased manner in order to minimise disruption to building users . The first phase of the works is to the 1st floor of the Main Council House building , and specifically the management suite of offices on the top floor to include the Council Chambers , committee rooms 1,2 and 3 together with associated office and welfare areas .
