This requirement has been competed via CCS TPAS framework - Lot 1 Hardware & Associated Services. The HSMs securely hold the cryptographic keys that underpin all authentication and secure communications to/from the NHS spine. The keys are used to create digital certificates that are then used on all NHS smartcards and by every spine connected system to grant access and provide encryption.
