This work has to be carried out by MDST, because: The DfT has been using GBFMv5 since 2007 to inform traffic forecasts, investment decision, policy tests and strategy developments. • GBFMv5 was developed by MDS Transmodal (MDST). It is the only freight modelling software in the country which is capable to support the DfT's work on national freight forecasts.
