Staffordshire County Council is leading on the procurement on behalf of the Staffordshire and Stoke-on-Trent system. This work will be based around the cohort identified in the specification that will enable the partnership to deliver on the Framework for Integrated Care. The Framework for Integrated Care is NHS England and NHS Improvement Health and Justice's (NHSE&I H&J) response to the commitment within the NHS Long Term Plan to invest in additional support for the most vulnerable children and young people with complex needs in the community. Those children and young people present with, what can be described as, high risk, high harm behaviours and high vulnerability.
