A full advertising exemption was granted on 5 January 2018 due to the SECRET nature of the requirement causing the Delivery Team to be unable to publish a meaningful advert. Due to the DefSy exemption of project ASPARKLE under Article 346 (1)(a) TFEU, the procurement activity will not be conducted in accordance with DSPCR. However, the procurement will follow MOD and DE&S commercial policy.
