All analysis should be as comprehensive as necessary to give confidence in the findings and proportionate to the scale of the challenge. The project should deliver firm recommendations with clear justifications, and should cover benefits as well as shortcomings. Any and all materials and Intellectual Property produced in relation to this service will remain the property of DfT throughout the life of this contract and post contract conclusion.
