The types of service that organisations will be expected to provide will include (the list is not exhaustive): o Support operational safety and environmental permit compliance. o Providing technical/engineering advice in the procurement of any new waste management services. o Participate in annual condition surveys. o Review and report upon the annual planned outages at the Authority's Energy Recovery Facility (ERF). o Review and report upon the operation and maintenance of the waste facilities o Review and manage contractor facility handback plans. o Attend site to undertake investigation into technical / safety issues and incidents, engineer and recommend solutions, provide detailed reports on root causes and other technical reports, as necessary or as requested by the Authority. o Undertake feasibility studies and outline design to eliminate single points of vulnerability, recurring technical problems and for general improvements in facility availability, efficiency, or operability. The Framework Agreement will last for 4 years (unless terminated under agreement provisions). The Framework Agreement will be awarded on the following basis: o The framework agreement will be awarded to a maximum of five (5) suppliers o Under this framework agreement there are two mechanisms to instruct suppliers: o Direct Award to one supplier, or o Further Competition The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
