The aim is to provide a clear direction to develop a more coherent, person led, consistent model of support of support. This work will jointly produce a Theory of Change built on a broad and deep understanding of people's experience in their own words and context. The Theory of Change will be a key product of this commission. It will be supported by quantitative and qualitative data on scale, nature, experience of services and evidence of alternative possibilities. ### With the aim to achieve: - • Better health outcomes for victims and survivors • Greater value for money; and • A reduction in: o emergency department attendances o GP visits o Recidivism of survivors as offenders (both non-sexual and sexual offending). Additional information: The contract value of this procurement is under the threshold that is subject to the full regime of current EU procurement legislation and governed by the Public Contracts Regulations 2015.
