This would be focused around a month of events to promote Salford's high streets and encourage footfall in a positive and safe manner. It is proposed that events will take place over the month of February 2022. A minimum number of events and activities is outlined below. The successful bidder will be responsible for pre-event planning, plus on the day event management and delivery and evaluation. The events programme will be part of a wider Welcome Back Fund campaign, that will include a separate brief for a marketing communications and public information campaign. Part of that brief will feature marketing assets to promote and support the events programme. ### Background Salford City Council is receiving up to £230,000 of funding from the European Regional Development Fund (ERDF) as part of the Welcome Back Fund project. This funding will be used to support the return to high streets safely and help build back better from the pandemic. It builds on the £50m Reopening High Street Safely Fund (RHSSF) allocated to councils in 2020 and forms part of wider support government is providing to communities and businesses, to protect jobs, support the most vulnerable and ensure no one is left behind as we continue to tackle the Covid-19 pandemic and begin to build back better. The fund will allow local authorities in England to put in place additional measures to create and promote a safe environment for local trade and tourism, particularly in high streets as their economies reopen. The fund can also be used by local authorities to: • Boost the look and feel of their high streets by investing in street planting, parks, green spaces, and seating areas to make high streets welcoming. • Run publicity campaigns and prepare to hold events that will boost footfall and encourage people back into the high streets and thereby supporting local businesses. • Install and refresh signage and communications on how people can stay safe and help prevent the spread of COVID-19. • Improve green spaces on high streets and town centres by planting flowers or removing graffiti. This piece of work will be used to support the promotion of key Salford high street areas, with the aim to engage more footfall to these areas. The new events programme will support high streets by targeting local residents and attracting them to the high street. The events programme will run alongside a large communications and public information campaign targeted at a residents, local businesses and visitors. This will be delivered by a creative design agency via a separate brief. The successful design agency will also be tasked with creating campaign materials to promote the events programme.
