The purpose of the Plan is to describe how the Council intends to replace fossil fuel reliant systems with low carbon alternatives across a significant proportion of the Council's estate.\\r \\r The buildings account for approximately 35% of the Council's annual carbon emissions and many of them are used daily by members of the public.\\r \\r The heat decarbonisation plan is required in two parts:\\r \\r - A series of individual technical reports / surveys for each building included within this specification. \\r II.
