The VA should be robust and meet the requirements of national planning policy and guidance (currently comprising the National Planning Policy Framework (NPPF) and Planning Practice Guidance - PPG) and be proportionate, simple, transparent and made publicly available. It should also comply with any relevant regulations, legislation and case law.
