Framework to be created in close consultation with relevant stakeholders / intended users within local authorities. In addition to the framework itself, the successful supplier will also create an algorithm which situates a place on the dimensions of the framework (in terms of performance and capabilities) and which can be implemented online as a self-service questionnaire.
