This is Soft Market Test Exercise (SMT). The aim of this exercise is to engage with suppliers in informal discussions related to the above and to;1. Understand the optimum way of packaging services to facilitate bids from a wide cross section of the supply market, including charities, social enterprises and Small and Medium Enterprises (SME's) and new entrants to the market;2. Deliver Value for Money to the Home Office and reduce through life cost of manufacturing and maintaining the equipment in question. The Home Office needs solutions that reduce costs but that also deliver quality of service; 3. To assist the Home Office to develop appropriate procurement documentation;4.
