This project is being commissioned under the BEIS Research & Evaluation Framework Agreement, Framework reference: CR150025BIS Lot 3: Programme and Pilot Evaluation. Consortium bids that combine the relevant skills and experience necessary to conduct the evaluation are welcome, however they are only permitted if the organisation(s) are registered on the framework as a consortium. This specification sets out the requirements for a suitably qualified and experienced contractor to conduct research and analysis for a process evaluation of the Drug Recovery Prison (DRP) being implemented. The programme is intended to develop and test new ways of addressing the supply and demand of illicit substances in the estate, improving offender health as a result of reduced drug use, and supporting recovery and reducing reoffending on release.
