The contract will be for an initial term of 27 months, with an option to extend for a further 24 months at the sole discretion of the Commissioner. Payment will be made on a staged basis and the maximum total value of the contract, including any extension, is £2,030,000. As part of the procurement process, the Commissioner will be holding a bidder event on the morning of 21st March in Newton Abbot, Devon. The purpose of this event is to enable bidders to hear from Commissioners regarding the objectives of the procurement, the current services context and the procurement process being followed. This service is commissioned as a part of the Offender Personality Disorder (OPD) pathway. The four high level outcomes for the OPD pathway are: • For men, a reduction in repeat serious sexual and/or violent offending; or for women, a reduction in repeat offending of specified offences; • Improved psychological health, wellbeing, pro-social behaviour and relational outcomes; • Improved competence, confidence and attitudes of staff working with complex people who are likely to have severe 'personality disorder'; • Increased efficiency, cost effectiveness and quality of OPD pathway services. The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services. Neither the inclusion of a Bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations.
