It is intended to determine solutions to the current financial difficulties of the franchise, and a commercial agreement which delivers this including, if appropriate, consideration of commercial models such as mutual termination and direct award. The DfT is seeking to appoint one to two advisers to carry out a Lead Commercial Negotiator function which may include the management and co-ordincation of other advisers (procured under a separate work order).
