The Authority is conducting the procurement using the Open Procedure (Reserved Contract - Regulation 77) in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) under the Light Touch Regime, for the purpose of procuring the services described in the Specification (Services). Suppliers wishing to tender for this service must meet all the criteria set within Regulation 77 of the Public Contracts Regulation 2015. Any supplier not meeting the requirements of this regulation will be eliminated from further process. The Authority proposes to enter into one Contract for a period of 3 years with the successful Tenderer (Service Provider), this contract will not be subject to any extension option (as per Reg 77 of the Public Contracts Regulation 2015). The Authority has decided not to divide the contract into lots as the Authority wishes to commission a lead provider model to increase direct control over the provision of the service. It is envisaged that the Service may be delivered by the Service Provider in collaboration with sub-contractors, and therefore all of the requirements in the delivery of the Service shall apply equally to any organisation assisting the Service Provider in the delivery of the Service and it shall be the duty of the Service Provider to manage any sub-contractors accordingly to meet the requirements of the Service. The anticipated value of the Services over the contract duration (3 years) is approximately £993,378.00 The target Service Commencement date is 1 October 2019.
