The successful Tenderer must have access to appropriate accommodation and housing management services from which to support Offenders, the majority of whom will be referred from statutory offender management services. The support service should adopt a person-centred approach to enable customers to develop greater independence, access specialist services, overcome barriers to independent living and move on successfully.
