It is expected that the baseline study will be designed, planned and conducted in such a way as to facilitate the impact measurement at the end of the programme phase. Within the LOT 1 the supplier will also be required to support the Monitoring Evaluation and Learning (MEL) Programme Officer in defining and setting up of a monitoring system in order to facilitate the implementation of the baseline study and the final impact evaluation. - Lot 1 Design baseline/end line study, final evaluation and internal monitoring systems and tools for the 21st century school programme in the Western Balkan. The work will take between February 2019 and April/May 2019. - Lot 2 Conduct baseline/end line study and final evaluation for the 21st century school programme in the Western Balkan.
