The Framework Agreement is owned by the Ministry of Justice operating through Her Majesty's Prison and Probation Service (HMPPS). Operators on the Framework are eligible to participate in Mini-Competitions, the first of which will be for a New Build Category C Resettlement Prison in Wellingborough. In addition, the Operation of current Prison Contracts (as they expire) and New Build Prisons will be considered for Competition through the Prison Operator Services Framework Agreement.
