The exercise aims to develop an investment prospectus and detailed financial model demonstrating the 'portfolio approach' under a standalone vehicle structure, e.g. a Development Corporation, as a credible option for delivering the public sector land development under the portfolio approach. The resulting prospectus is to show investment timelines and the project landscape/roadmap, the shape and mechanisms of capital recycling and forecast profitability of the fund structure.
