An early intervention approach is encouraged across the city which, when effective, helps to reduce demand on limited resources. Norwich City Council requires a single supplier to deliver a mediation and conflict resolution service for Norwich City Council residents for an initial two years, with further options to extend. The council anticipates approximately 70 - 100 cases for mediation, conflict resolution or resilience building each twelve month period. Predominantly self-referrals are made direct by Norwich residents but some referrals will be made by council officers.
