However, in the next 18 months Highways England is delivering an unprecedented procurement programme, which requires resource above a sustainable WFP. This involves: - Awarding over £15BN of complex contracts using a variety of sophisticated procurement solutions and contract strategies, including competitive dialogue, negotiated procedure, PFI and Alliancing. The £15Bn is delivered across 5 multifaceted projects, and all are required to be delivered concurrently resulting in competing resource demands. - Awarding £5BN of transactional procurement contracts (under existing frameworks & new OJEU) required for business as usual activities.
