The Council has approximately 216,000 properties of which 71,000 have an SPD and 3,900 are classed as long term empty. The Council will evaluate both the "Single Person Discount Review" and "Empty Property Review" as individual contracts first. However, if no suitable bids are received on this basis, the Council reserves the right to evaluate each element separately and award contracts on that basis.
