The call off was published on the 23rd March and closed on the 8thMay, This was the only opportunity to be a Tier 1 provider unless any contract was not awarded or is terminated early The Council have divided the County in 15 geographical zones and were seeking domiciliary care providers to work in these areas. Providers were able to submit tenders for as many zones as they wanted to. The call off was evaluate on the basis of most economically advantageous tender with 35% of the marks based on the providers hourly rate for the zone and the other 65% based on their responses to quality questions. The contracts have an initial term through to the 30th June 2025 and include options to extend by up to a further two years. Tier 1 provider will receive all referrals first, any packages of care they do not accept will be referred to the tier 2 providers in that zone. There are no guarantees of number of referrals being made or the number of packages any provider will accept. The total value of the procurement has been set at £1 to £407,700,000 on the basis it is unknown how many packages of care will be placed at Tier 1. The maximum value is based on the Council's annual spend on domiciliary care in 2017/18 multiplied by the life of the contract.
