The Council is keen to encourage high levels of sustainability and thermal efficiency in new buildings at Welborne, as this would reduce energy consumption and bills for residents and occupiers of non-domestic dwellings. It can result in significant carbon savings, and if planned in from an early stage, it can be very cost effective. As a result, the Council wishes to encourage the site promoters and developers to include 600 (10%) well-designed specialist new Passivhaus homes (or equivalent) as part of the new community.
