There will be three stages within the project. ### Stage 1. Design of technical consultation ### Stage 2. Analysis of consultation responses Stage 3. Design of a property bond scheme - Optional stage subject to consultation results in previous stages. The approved budget is to cover stages one and two. The budget for stage three has not been approved yet as it will fall within the next financial year (2017/2018) and is still subject to confirmation.
