Note that BEIS commissioned NNL to complete this work (rather than pursuant to a formal contract). BEIS is paying NNL's incurred costs since this programme commenced in November 2016. These costs include, but are not limited to: external legal and financial advice, developing technical work streams, communications and implementation.
