Merton's SHMA must be guided by the National Planning Policy Framework (2012 and emerging) and guidance and comply with the Duty to Co-operate. Although Merton's housing targets and other strategic matters are guided by the London Plan, the associated London-wide housing market assessment and other research it is still important for Merton to have a robust, up-to-date assessment of housing markets in its area to inform local policies.
