The Football Foundation is the delivery arm of the FA. The Football Foundation has set up, through OJEU-compliant process, a "Changing Rooms" procurement framework to provide FMC services in support of Parklife. This is an OJEU-compliant "Framework Managing Consultant (FMC) for Changing Room Facilities". Wigan Council, working with the Football Foundation, have selected three preferred sites which are proposed as locations for football hubs under the Parklife programme.
