The contract will initially run for a period of 10 years with the option to extend by up to a further 5 years; all subject to the satisfactory performance of the appointed Service Provider. Basildon Borough Council has entered into a Shared Services Agreement with Brentwood Borough Council and it is anticipated that this contract will be to deliver cleaning and FM services to rented dwellings, corporate, leisure and public buildings across the two councils' property portfolios. The Contract is due to commence on 1 July 2019; however, there will be a phased implementation with some service streams to be included within the Contract scope over the Term Programme and others being optional for inclusion within the Contract or otherwise. Basildon Borough Council followed a two-stage, Restricted procurement process to appoint a Service Provider, in accordance with the Public Contracts Regulations 2015. Under the first stage of the process, prospective Service Providers were required to complete and submit a Selection Questionnaire and its associated appendices. Following evaluation of submitted SQs, Basildon BC anticipated short listing 5 Service Providers to be Invited to Tender. The Council reserved the right to increase that number by 1 or 2, should scores be very closely placed around the cut-off point.
