These areas have a number of common issues including; high levels of anti-social behaviour, high densities of poorly managed privately rented properties and low housing demand Engie on behalf of the Councils are considering options how they can engage a consultative body to work with the Councils, facilitate the community engagement, develop the application and assist progressing the application through to approval from the Secretary of State.
