For the purposes of this feasibility the Council defines low-cost as dwellings with rental levels within the Local Housing Allowance (LHA) limits for the Broad Market Area. The intention is to evaluate the potential viability of various delivery vehicles. ### Background information Not-withstanding the challenges the Council is seeking to increase access to low-cost private sector homes. The Council is seeking to do this through the creation of a social investment, or similar - organisation that will develop new ways of bringing a previously unused supply of private sector homes to the rental market Birmingham City Council seek to develop a portfolio of leased private sector properties which will be subsequently rented to those in housing need at rent levels no higher than the Local Housing Allowance Limits. A feasibility study and options appraisal will test the viability and assess future options.
