The proposal is to procure a company to manage the delivery of a city wide marketing campaign and to provide tailored assistance to areas of deprivation and those residents experiencing fuel poverty. The appointed company will be required to manage the campaign in terms of developing a marketing strategy, resource the provision of an advice service, and conducting home visits.
