The objective is to test and confirm the viability of building and operating a new facility. Initial work has included assessment of supply and demand in the catchment area (indoor facilities strategy); public and stakeholder consultation and a review of operational performance and opportunities presented by the consultants' team through industry best practice and expertise. An initial site options appraisal has been carried out and a detailed feasibility study is now required to establish the preferred site and facility. Full details available in the specification.
