The purpose of this soft market testing exercise is to determine whether there is sufficient interest in the marketplace for the delivery of the service. The Councils are seeking written responses from providers via a Questionnaire (there is no obligation to answer all the questions; no scoring will take place). Further details on how to access the questionnaire, as well as background information on the service, are found at the bottom of this publication. A link to the e-portal may also be found there. Any queries or questions of clarification relating to this exercise and questionnaire must be submitted through the e-portal, [delta-esourcing.com](https://www.delta-esourcing.com).
