Workstream 1 — Energy Consultants and Project Management shall be able to undertake the following tasks. Building Energy Management. — Building Energy Policy and Strategy Development. — Energy Surveys and Audits. — Independent Report on Metering Arrangements (IRMA). — Chartered Surveyors Reports and Green Deal Advice Reports, (GDAR). — Domestic and non domestic BREEAM Assessments (for existing buildings). — Funding and Finance. Building Energy Certificates. — Display Energy Certificates (DEC) and Advisory Report (AR). — Energy Performance Certificates (EPC) Domestic. — Energy Performance Certificates (EPC) Non-Domestic. Asset Management, Project Specification. — Stock Condition Surveys and Reports. — Product Specification and Procurement. — Quantity Surveyors. Project Management. — Project Manager. — Clerk of Works. Health and Safety. — Principle Design duties. — Health and Safety Advisors. A holistic approach to these services should be used to provide the LHC member with the services that they require. Contract Notice 1 London Lot 1 = 2015/S 209-379958 Contract Notice 2 England Lots 2 to 5 = 2015/S 209-379983 Contract Notice 3 Wales Lot 6 = 2015/S 209-379964 There are additional Workstreams to this N7 Framework Agreement provided under separate Works Contract Notices for companies that can undertake the supply and installation of various energy efficiency products: Workstream 2 – Energy Efficiency Measures (Companies offering one or more measures) Workstream 3 - All energy measures including refurbishment works (Companies offering all measures and refurbishment works) Additional information: Economic Operators wishing to express interest in this framework arrangement are required to submit an ITT and Offer Document, which is accessible at LHC's e-Tendering portal [tenders.lhc.gov.uk](http://tenders.lhc.gov.uk) After this Contract Notice has been published in the OJEU. All expressions of interest are required to be accompanied by a completed Offer Document. Expressions of interest not accompanied by a completed Offer Document will be rejected, and economic operators submitting unaccompanied expressions of interest will not be considered. ### SMEs LHC considers that this framework may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender. Economic Operators wishing to tender for this framework arrangement are required to complete and submit an Offer Document, which is downloadable from LHC's eTendering Portal https:// tenders.lhc.gov.uk All expressions of interest are required to be accompanied by a completed Offer Document. Expressions of interest not accompanied by a completed Offer Document will be rejected, and economic operators submitting unaccompanied expressions of interest will not be considered. Call-off projects. Call-off projects may be subject to mini tenders or competition between companies appointed to the arrangement and LHC may introduce secondary tendering processes including electronic processes for call-off projects on behalf of customers. It is envisaged that the maximum number of operators will be five in each lot.
