There is a need to provide a CDMT capability through external recruitment of resource. It is Government Policy that all public bodies needing a consultancy service use the Crown Commercial Service (CCS) to procure the requirment in order to ensure best value for money for the tax payer. The HRMC framework was used to appoint the vendor through an open and fair competition.
