As part of a competitive tender process for the land, owned by Hereford Council, WM Housing were required to submit a detailed technical bid in relation to the demolition of the existing pool which City Demolition won through WM's internal competitive procurement process. Also, as part of WM's competitive tender process HLN Engineering were appointed as engineer and BM3 Architects were appointed as architect to take the project through planning and ready for tender. We feel it is important to retain the services of City Demolition, HLN and BM3 who are fully aware of the project and can assist the tenderers/contractor to deliver this scheme within the very tight timescales to practical completion. Once the pool has been demolished 8 x new build affordable rent flats will be constructed. 4 x 2 bed flats and 4 x 1 bed flats. Drawings are in the tender pack. Since 2012 we have added open market sale to our development portfolio through West Mercia Development Ltd (WMDL - trading as Signature New Homes) and are actively growing this side of our business, resulting in the total delivery of circa 500 homes a year. We have operated with a partnering ethos on our newbuild development schemes for nearly two decades. Whilst we no longer have a Framework in place, we want to continue to work with this ethos with designer and contractor partners, whilst ensuring that we are more commercial in the way we operate our development function. During 2015 we reviewed and considered forms of contract and concluded that the JCT Design and Build 2011 provides both WM and our contractor partners with the clearest contractual arrangement with which to build homes and communities that our customers will be proud to live in.
