To support the required employment growth and to encourage entrepreneurship, Braintree District and Essex County Councils are jointly taking forward plans to establish an enterprise centre in Witham. Braintree District Council and Essex County Council (‘The Councils’ hereafter) commissioned consultants to undertake an initial feasibility study into the centre. This study, completed in May 2015, demonstrated need and demand, identified an outline specification for the centre and determined that the centre was viable. The Councils now wish to commission a detailed business plan, financial model and specification for the Witham Enterprise Centre from suitably qualified consultants with demonstrable previous experience of undertaking similar work elsewhere. The Plan will build on the work undertaken by the initial feasibility study, to support bidding for external funding, inform the design of the Centre and underpin any OJEUs for management / operation as appropriate.
