-This mutualisation support package has the following objectives:

- To develop a full 5 year business plan with accompanying financial model
- To achieve a model of governance that works for the needs of the Potential PSM
- To enable the Potential PSM to transition into a successful and sustainable PSM, enabling appropriate commercial skills to develop, by April 2015
- To capture and share key learning and experience for other mutualisation projects in the Building Control sector
