Ahead of drawing up the service specification, we are looking at how we might adopt a different approach that would see the council commission a strategic partner to provide a workforce that would be managed within a single, integrated management framework alongside council employees, as part of a single prevention and early help service. The aim would be to maximise flexibility, consistency and capacity for frontline delivery while benefiting from the wider experience and assets of the strategic partner. Detailed management arrangements would be agreed through the contracting process; as the service will not be self-standing providers will not necessarily need to include management within the contracted provision. The purpose of this consultation is to invite providers to give their views on the approach outlined above. If you would like to contribute to this consultation, please complete the questionnaire attached. Subject to your response, PCC may wish to engage with you further in an informal discussion.
