These amendments are due to policy changes some of which must be completed by 1st April 2016 and others by 14th April 2016. Currently marine offices have put work-arounds in place to issue certificates until the changes are implemented. However, these workarounds result in it taking longer to issue certificates and where photocopying is used as a work-around there is a reduction in quality.
