This is significantly higher than would be anticipated for a City of Southampton’s size and demographics, and is causing a great financial burden. The Council reviewed its processes and saw a subsequent slight reduction but recognises much more needs to be done to bring its numbers of children looked after within expected levels, compared to comparator authorities. In-depth research was undertaken to identify the key factors and reasons for the high numbers of Children Looked After within the City and potential solutions.
