The government has placed a number of responsibilities on Local Authorities in relation to ensuring all young people have the tools and opportunities they need to fulfill their potential, regardless of background or life circumstances. Tracking young people's participation is a key element of these duties so that those who are not participating, or are NEET, can be identified and given support to re-engage.
